Why isn't Lezak on the USA Swim Team roster for the World Championships?

This is from Wikipedia:
The Maccabiah (Hebrew: מַכַּבִּיָּה‎) is an international Jewish athletic event similar to the Olympics held in Israel every four years under the auspices of the Maccabi Federation, affiliated with the Maccabi World Union. The Maccabiah is sanctioned by the International Olympic Committee and World Federation of Sports.[1] It is the third largest sporting event in the world. [2]

for sure its not the third largest sports event , universaide records , number of participants and every thing make it larger that this championship , and am sure its not even from the top 10 , but we all know why it had to be told its from the top 3 .
