Watching Kelsi's head position, notice how her head comes out of the water even on the non-breathing strokes.  The breath is only a little higher.  This consistent, shallow head position, allows her to not waste time going too far up and down, making her turnover rate pretty quick.

Underwater, you'll notice that she presses down to the same depth of the chest, but prior to the breathe, her chin rotates forward just a bit.  This gets her ready to release to her low breath.
