One thing to keep in mind in freestyle, is where the hips are sitting in the water.

Building an understanding that you want to FEEL your hips interacting with the surface while swimming can give your swimmers a physical identifier to make sure this is being accomplished.

Limiting the kick means the high hips needs to come from the solid core.  Using the pull buoy will elevate the legs and potentially cause the mid-section to fall... so the swimmers will have to tighten the core again.

Rotating the buoy between the ankles is like graduation.  Keeping it in line with the rest of the body is pretty difficult and a great challenge.
