Moving on in this progression, we position the pull buoy at the ankles for a more demanding exercise.  Have the swimmer use a snorkel.

The goal is to have the swimmer flat on the surface of the water, from fingers to toes.

Once balance is established, have the swimmer roll slightly from one side to the other.  After a few slight rotations, the swimmer should swim to the other end with straight legs and no kick.
